This week in the Tribune we report on a program from 30 years ago that offered low-income home buyers forgivable loans of $50,000 if they stayed in the house that long. Some did. A technical glitch in the countywide emergency alert system is leaving some subscribers out of the system. Also, county supervisors reject a vineyard planned near Angwin and the Calistoga City Council investigates complaints of a hostile work environment at City Hall.
